Cincinnati Bengals first-round draft choice DE Shemar Stewart (Texas A&M) is not participating in mandatory minicamp as the team continues to insist on a clause that allows it to void future guarantees on rookie contracts. Stewart has yet to practice in any fashion with the team since he was drafted nearly two months ago.
